Position Summary 

Reporting to the Manager, Programs and Services, Seniors Services. The Mandarin Outreach Worker uses community development and outreach approach to build relationships within Mandarin-speaking community; support Mandarin-speaking women to deal with domestic violence and other family issues; train leaders and build capacity of community to promote anti-violence work and response to other issues important to the community, such as employment, parenting. The worker would also support cultural awareness within Dixon Hall regarding Mandarin-speaking community; translate appropriate material into Chinese; identify resources and provide support to programs and services within Dixon Hall and other agencies for the Mandarin-speaking community.

Duties and Responsibilities 

Planning:
  • Plan and implement outreach strategy to the Mandarin speaking community;
  • Plan with Mandarin speaking women on supporting women experiencing domestic violence and other family issues;
  • Develop needs assessment tool to identify major issues for the Mandarin-speaking community and skills within the community to deal with issues;
  • Plan with Dixon Hall staff to raise awareness of Mandarin-speaking community’
  • Work with other programs/services at Dixon Hall to address the need of the community, e.g.: employment skill training, income tax service, supporting Mandarin-speaking seniors.  
Training:
  • Develop and train volunteers within the Mandarin-speaking community on violence prevention and other important community issues and building community capacity. Working with Dixon Hall staff to develop expertise in responding to issues with cultural sensitivity.
  • Community Development and Education:
  • Outreach to the Mandarin-speaking community;
  • Develop preventive community education strategy on domestic violence
  • Work with focus groups to understand community issues and develop programmatic responses;
  •  Networking with other agencies to identify service gaps and resources for the Mandarin-speaking community;
  • Support Mandarin speaking women and families on violence prevention and other issues identified by the community;
  • Support resident driven social and cultural activities;
  • Develop leadership within the Mandarin-speaking community to respond to its own issues.
Counseling:
  • Provide leadership to women’s support groups on issues such as violence, parenting;
  • Provide support to members of the Mandarin-speaking community who require assistance, e.g., women who are victims of domestic violence, newcomers who are looking for skill training and employment.
  • Offer crisis intervention and referral to other agencies as necessary;
  • Collaborate with other social, health, employment, legal professionals in creating networks of support for individuals and groups.
Evaluation:
  • Work with the Department Head to complete all necessary reports to funders;
  • Identify strengths and challenges of the program;
  • Identify opportunities for Dixon Hall and other agencies to develop resources and be more culturally sensitive to the community.
Administration:
  • Maintain records of needs assessments;
  • Maintain confidential records of support group work and individual clients;
  • Track program expenditures and work with Department Head in maintaining the program budget.
Fundraising:
  • Assist in developing further resources for programs for the community
Qualifications
  • Fluent in both Mandarin and English, written and oral
  • Diploma or degree in social services or related field or relevant experience
  • Experience and knowledge working with women on domestic violence issues, in group and individual setting;
  • Experience or training in crisis counseling and intervention;
  • Knowledge of resources for families experiencing domestic violence;
  • Experience with individual advocacy and support work;
  • Knowledge and understanding of community development and outreach work;
  • Experience working with and understanding of newcomer issues with the Mandarin-speaking community, such as employment and skill development. Able to relate well with families in a community setting, working towards fulfilling Dixon Hall’s Mission Statement;
  • Experience with networking and collaborating with other agencies and groups;
  • Experience working with and training volunteers and community people;
  • Strong analytic framework regarding the reasons for poverty, unemployment and the challenges that children and families face in these contexts;
  • Capacity to plan and anticipate challenges in the work;
  • Able to identify issues and possible solutions;
  • Ability to work with other professionals in community agencies and government offices;
  • Good public speaking skills;
  • Good writing skills for necessary documentation to funders and other stakeholders;
  • Conflict resolution skills;
  • Ability to work as an individual and a team member;
  • Ability to inspire others to work as a team.
  • Must be qualified to work in Canada legally for the employer.
  • Able to provide a Vulnerable Sector Screening check with a ‘Clear’ or satisfactory result that meets the operational requirements of the Agency.
  • Must have up-to-date vaccinations against COVID-19 with a vaccine that has been approved for use in Canada.
